Extension of free gift schemes to CSD consumers and a need to check default.
Many a times, service- members and veterans end up buying consumer goods from the open market because of the reason that certain offers and free gift schemes are not made available to CSD customers. Some of our people also believe that such schemes are not ‘legally’ not meant to be extended to CSD consumers.
This is however an unfair trade practice by suppliers and dealers. If a gift scheme is offered by a supplier in the open market to all consumers and is not only a local arrangement by a particular dealer, it is bound to be extended to the CSD too. Entitled personnel should make it a point to survey the market first and demand gift schemes from the concerned dealers if the same are being extended to customers other than CSD consumers. Comment: The consumer/ household goods sold in CSD are obsolete models and many are of poor quality (example cell phone chargers which are a decade old and not compatible with latest cell phone models are being flooded in CSD canteens). Therefore, it is advisable not to buy electrical and household gadgets from CSD as they are likely to be out- dated models. CSD Canteens are money spinners
Many formations and units have crores and lakhs of Rupees in Banks spinning even more interest. What is the earthly use of earning so much profits if it cannot be utilized prudently for implementing measures to improve quality of life of serving soldiers and veterans or creating permanent assets to enhance the image of the Armed Forces? The canteen staff are paid peanuts and in few cases the civilian staff are paid by dishing out liquor to compensate low wages! Is this the image the Military should create and spread among civilians?
Truly the Mission Statement of CSD needs to be suitable revised as "Money Spinners" serving no worthwhile cause or purpose (in fact profits generated are grossly misused for other than intended purposes). The CSD ideally should be run on "no profit no loss" basis. This truly will be service oriented.

I have been trying to highlight one important issue in respect to running of URCs. Whether a URC is a logical extension of Canteen Stores Department , whether it should be called CSD canteen as was being referred in the golden past , whether a unit run canteen be run by civilians hired in the most adhoc basis with least regards to laws of the land is a different matter. I am now seized with the matter whether CDA Est be allowed to run their own URCs ( 38 of them ) by the cladestine auth of an Army Order auth them to run their own canteens for their own employees who are under CCS Rules and paid out of Def Civil Estimates.
ReplyDeleteThis watchdog has been made a toothless dog by the army commanders at all levels ( registration of a URC is done only when recommended by the respective field commanders i.e 38 field commanders have compromised knowingly ).
This is terrifying . We have already our HDW/BOFORS etc etc etc . Why should we wait for such scams and scandals forever?

ReplyDeleteI am ex-sergeant of Indian air-force. I have my own marble business at Makrana RAJASTHAN. I was looking for car through CSD. I have seen your reply regarding this:-
"For your information since introduction of sale of cars up to 1300 cc to JCOs/Ors, the sale of cars has jumped three fold in Punjab alone."
sir, in the above lines of your reply i could not understand whether in your opinion introduction of this is good thing for defense person or Bed? Any how I & my other Coolidge have so much regards for person who has done some thing good for OR's.
Sir, I have one more request regarding this matter that limit of 1300 CC to J CO's and OR's should be removed because in rural Area of Rajasthan only heavy vehicles are phys-able. & Sir,Now it's April So budgetary problem for start sale of car through CSD should not be there.

I am ex-sergeant of Indian Air Fforce On 10 May 2012 i visted to csd canteen sonipat where i have purchase four items -:
1) Biscuit Qty -10
2) Dhoop Bati Qty -02
3) Hair Oil ( Hair & care) Qty -01
4) Cold Drink Qty -01 Total amount was Rs-208 at the time of delivery the salesmen told me that Cold drink is not available then i have ask them how computer cut the billthey told me we don't know then i ask the balance in computer the salesmen told me 150 then i have ask where is the stock thay told me we do not know then i approch to manager and repeat all the story then the manager told me who told you that the balance is 150 then i told you can see in your computer then he told me (mere pass itna smey nahi hai ke mein thumare liye balance dheku) then i ask the complain book he told me write down nothing will happen ( aisee bhut see complain phele kee bhi hain kutch nahin hota ) then i also write a complain in complain book with my bill No after that i ask the manager please refund my payment he told me wait outside after 10 minute again i ask the manager for refund my payment then he told me give your bill and he he tear off my bill and told me getout from here you will not get anything and he came out of his office and called the salesmen and told them isko bahar nikalo aur agar dobbara ander aye tho mar kar bhaga deena then i call 100 No they also told me that this is your canteen broblem we can't do anything so this type of gundaraj in csd Sonipat(HR)so kindly do some needful and told them to refund my money.please take some action if no action has been taken for this then its a big broblem for future.
